In response to the LinkMichigan initiative, the Washtenaw County Department of Planning and Environment, the Washtenaw Economic Development Council, and Carlisle/Wortman Associates, Inc. developed a Telecommunication and Technology Guidebook. The entry of multiple telecommunication providers into the County enables local communities to strengthen the local economy, produce new educational and health benefits, create potential revenue sources for local budgets, and permit communities to deliver services in new, efficient and innovative ways.

The Guidebook recognizes the need for communities to plan for both current and future technologies, including Wi-Fi and WiMAX. It provides recommendations for Master Plan goals and objectives, zoning ordinance regulations, tower location and design, right-of-way permitting and regulations, building design standards for research parks, commercial, industrial and residential uses, and actions to implement the plan.
