Since 1972, the Clean Water Act has been working to reduce and control point-source water pollution. In 2002, the next phase of the Clean Water Act (informally known as Phase II) began regulating the manner in which communities manage stormwater, or non-point source water pollution. Communities in the Upper Clinton subwatershed, in Oakland County, decided to work together on a watershed basis to meet their Phase II stormwater permit requirements. This subwatershed includes Oakland County, the City of the Village of Clarkston, the City of Lake Angelus, the City of Pontiac, the City of Auburn Hills, and Independence, Orion, Springfield, Waterford and White Lake Townships.

Carlisle/Wortman Associates (CWA), has been working to provide guidance and assistance in the development of the subwatershed group’s permit applications, their Public Education Plan, and in conjunction with an engineering firm, their Illicit Discharge Elimination Plan. We have also written the Watershed Management Plan, the Public Participation Plan, and a Stormwater Pollution Prevention Initiative template. The communities are now implementing the plans.
