The purpose of the Comprehensive Plan is to identify the goals, policies, programs, and strategies which the City and its residents wish to pursue. The Comprehensive Plan has involved a thorough investigation of past trends, current conditions, and alternative futures for the City. The overall process has been structured to allow for broad participation, expression of new ideas, and creation of new concepts that will carry the City of St. Clair Shores well into the 21st century.

A number of studies have been conducted to evaluate existing and future conditions in the City of St. Clair Shores. Although much of the background data is updated information from previous City plans, new information that is relevant to current conditions in the City has been added. To date, background studies have been accomplished and the work is currently moving forward with public participation and formulation of the goals and strategies.
