The Mt. Pleasant planning process involved three distinct elements, requiring a high level of involvement and cooperation between City Staff, residents, various commissions, and our office. The three elements include a Recreation Plan, a Strategic Plan, and the City Master Land Use Plan. The three plan approaches organized information so that it could be easily located and used for future decision-making. The Master Land Use Plan provided broad goals and policies to assist in future land use decisions. The Recreation Plan also stated the City’s goals and policies, but focused on recreation topics. The final plan, the Strategic Plan, included a detailed list of goals and strategies for specific topics, including the City’s downtown, community economic vitality, neighborhoods, public facilities and services, public safety, and recreation and cultural activities and facilities.
Citizen involvement was the keystone to this effort and helped to weave the three elements together. A common “visioning” session and public workshops were used for all elements of the Plan, helping to ensure common goals between the documents. A “City Stats” sheet was also developed for various topics of the background studies. This was distributed through the City’s website, and informed residents of the data collected for development of the Master Plan.
