Carlisle/Wortman Associates, Inc. has provided continuing planning services for Independence Township since 1981. This involvement has included assisting the Township in preparing a number of community recreation plans, park master plans, and park design and construction.

Recreation Master Plans have been prepared in 1993, 1999, 2004, and 2009. The 1993 plan relied on a public opinion survey for the development of the action program. The 1999 and 2004 plans, on the other hand, used public workshops with residents and community stakeholders to identify community recreation needs and desires. For the 2009 Plan, a public survey and several workshops were conducted to receive opinions for the community park and recreation system. The approach focused on the formulation of a strategic plan to guide the future of parks and recreation services in Independence Township.
