Parks and Recreation Master Plan
Howell Area Recreation Authority, MI

The Howell Area Recreation Authority was established in 2005 under a new Michigan law allowing authorities to be drawn following school boundaries. This Master Plan was the first recreation plan formulated for the Recreation Authority. Starting in 2008, the City of Howell was administering park operations and maintenance of City Parks while the Recreation Authority administered recreation programs and services. The Authority currently maintains the recreation centers and grounds as well as the grounds of the Oceola and Genoa townships soccer fields.

The Plan calls for continued efforts to transition future park capital improvement projects of an area-wide breadth to the Authority. The development of an area-wide trail and greenway network connecting communities, parks, schools, and neighborhoods is recommended as a priority for the Recreation Authority. It would include securing funds for and overseeing the construction of trails, and managing the regional trail system.
