jurisdictional Storm water Permit

A 1987 amendment to the Federal Clean Water Act required the U.S. Environmental Protection Agency (EPA) to develop new regulations for stormwater permit application requirements. The amendment, known as “Phase II,” regulates the manner in which communities manage stormwater, or non-point source water pollution.

In Michigan, the Michigan Department of Environmental Quality (MDEQ) is administering the federal Phase II permitting process. The rules for Phase II require stormwater discharge permits for communities with populations under 100,000 that are in “urbanized areas” as defined by the U.S. Bureau of the Census. Communities can choose from two types of EPA-approved permits. The “Jurisdictional” type of permit follows the federal guidelines.

Like all other communities in Washtenaw County, the Village of Dexter and Scio Township decided to obtain their stormwater permit through the jurisdictional approach. Carlisle/Wortman Associates, Inc. worked with each community to research and develop the necessary documents for the permit application.
